Lo Barnechea, Las Condes and Huechuraba build their capacities and draw up their roadmap for responsible AI use

On Wednesday, October 21, the Municipality of Lo Barnechea hosted teams from Las Condes and Huechuraba and Red de Innovación Local (RIL) for the workshop "Municipal capacities for AI use". The workshop was the first step for each municipality to understand its starting point and build its roadmap for the responsible use of artificial intelligence.
The workshop follows up on the international meeting "Alcaldes +Innovadores", held from August 27 to 29, 2026 in Panama City. There, Mayor Felipe Alessandri shared the experience of Lo Barnechea's Virtual Local Police Court, which uses digital and artificial intelligence tools to make local justice services easier to access for residents.
Capacity assessment
During the workshop, the municipal teams used two tools developed by RIL:
Pulso: an individual assessment that helps each public servant reflect on how they use artificial intelligence in their work today and identify their learning needs.
Local Public Policy Index for Artificial Intelligence (IPPL): a tool that assesses the institutional situation of each municipality in seven dimensions, including governance, internal capacities, technology infrastructure, digitalization, AI solutions and cybersecurity.
A roadmap for each municipality
Based on the results, the teams shared lessons across municipalities and identified their first opportunities and priorities, which will be the basis of their roadmap.
In Lo Barnechea, this work builds on its Governance and Responsible Use of Artificial Intelligence Policy, presented in September 2026. The policy sets principles to bring AI into municipal management in a safe, ethical and transparent way, with special attention to data protection, human oversight and better services for residents.
